APPLICANT REQUESTS THAT:
His Active Duty Service Commitment (ADSC) be changed from
23 May 18 to 25 May 15.
APPLICANT CONTENDS THAT:
On 11 Jun 12, after completing the Air Force Institute of
Technology Civilian Institute Program (AFIT/CIP), he signed an AF
Form 63, ADSC Acknowledgment Statement, whereby he agreed to a
three-year ADSC. His ADSC should be carried out in accordance
with AFI 36-2107, ADSC, table 1.1., rule 19, dated 25 Nov 09,
which was in effect when he entered AFIT/CIP.
He believes the AF Form 63, he received in 2013, which cites table
1.1., Rule 20, is unjust and should not be maintained in his
records. His ADSC should not be extended based on a series of
misinformation and incorrect procedures.
In support of his request, the applicant provides a personal
statement, copies of AF Forms 63, and an email communique.

STATEMENT OF FACTS:
On 25 May 10, the applicant was appointed a second lieutenant in
the Regular Air Force and ordered to extended active duty,
effective 26 May 10.
The applicants AF IMTs 475, Education/Training Reports reflects
he successfully completed AFIT/CIP during the period 26 May
10 through 24 May 2012.
AIR FORCE EVALUATION:
AFPC/DPSIPV recommends denial indicating the applicant applied for
and received a merit scholarship from the Massachusetts Institute
of Technology (MIT), Cambridge, Massachusetts for which he
successfully completed the program earning a masters degree in
Aeronautical and Astronautical Engineering. On 6 Jun 12, AFPC
notified the applicant that he incurred a three year ADSC for
completion of the AFIT program; however, there was no record of
his acknowledgment on file or updated in the Military Personnel
Data System (MilPDS). As a result, the applicant returned the AF
Form 63, reflecting his agreement to serve the three year ADSC.
The United States Air Force Academy (USAFA) Graduate Studies
Program office offers a select group of cadets each year an
opportunity to apply for scholarships. AFI 36-2107, table 1.2,
rule 20, airmen incur an ADSC of three times the length of the
event for corporate, foundation, or education institution
sponsored fellowship, scholarships, and grants. However, the
notification, he was sent in 2012 was incorrect and it was not
realized until 2013. Since he participated in a program under
rule 20 of AFI 36-2107, an ADSC of three times the length of the
event is applicable. On 30 Dec 13, the applicant was notified and
an AF Form 63 was sent to him for acknowledgement. On 9 Jan 14,
he acknowledged and agreed to serve three times the length of
training. As a result, his record was corrected to reflect an
ADSC expiration date of 23 May 18 for the scholarship program.
If the Boards decision is to grant the relief sought, the record
will be adjusted to reflect an ADSC expiration date of 23 May 15.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
He believes his corrected ADSC expiration date is miscalculated
for the updated AF Form 63. His training report from the graduate
program reflects a course length of 89 weeks and a completion date
of 24 May 12. Three times the length of training results in
267 weeks (approximately 5.1 years). Wednesday, 12 Jul 17 is
267 weeks after 24 May 14. The calculated date of 23 May 18 is
actually 313 weeks after 24 May 14.
He agrees with DPSIPVs statement, if the Boards decision is to
grant the relief sought, the record will be adjusted to reflect an
ADSC expiration date of 23 May 15. However, if the Boards
decision is to deny relief, he requests his record be adjusted to
reflect the calculated date of 12 Jul 17, in accordance with three
times the length of training.

ADDITIONAL AIR FOR EVALUATION:
After reviewing the applicants rebuttal documents, the Board
requested the Board staff determine if the applicants ADSC was
miscalculated. On 3 Jun 15, AFPC/DPSIPV confirmed the applicants
ADSC was miscalculated and administratively corrected his records
to reflect an ADSC of 23 Jun 17 versus 23 May 18.
APPLICANTS REVIEW OF ADDITIONAL AIR FOR EVALUATION
By email dated 3 Jun 15, the applicant was advised that DPSIPV
corrected his ADSC to reflect 23 Jun 17. On this same date, the
applicant states he has no additional comments; however, he would
like the Board to honor his original request and adjust his ADSC
to reflect 23 May 15.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. We took
notice of the applicants complete submission in judging the
merits of the case; however, we agree with the opinion and
recommendation of the Air Force office of primary responsibility
and adopt the rationale expressed as the basis for our conclusion
that relief beyond that already granted administratively is not
warranted. Therefore, in the absence of evidence to the contrary,
we find no basis to recommend granting the requested relief.
THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not
demonstrate the existence of material error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
